STIP seeks to explore three over-arching questions:
In order to provide focus, we will explore these questions in the context of five broad themes. These themes, chosen to reflect the strengths and interests of the University of Illinois, include the following:

- What is driving these developments and what is their impact on the region?
- What is the impact of these developments on the U.S. position in the global technological arena and what are appropriate U.S. responses?
